Why mobile is the right model for Highlands County

A golf cart that will not move is the hardest vehicle you own to get to a shop. It weighs 900 to 1,100 pounds with a lead-acid pack in it, it does not fit in an SUV, and if it will not roll under its own power you need a trailer, a winch, and a second person just to load it. The alternative has always been a dealer pickup with a wait measured in days, during which the cart sits.

Highlands County makes that wait expensive in a way most places do not. The 2020 Census counted 101,235 residents with a median age of 54.7, and 35.1 percent of the county is 65 or older. In Sun ‘n Lake, at Highlands Ridge outside Avon Park, at Tanglewood, in Spring Lake, and around Placid Lakes, the cart is the short-trip vehicle: to the course, to the pool, to the clubhouse, to a neighbor’s. Highlands Ridge describes its own neighborhoods as “a short golf cart ride” from the facilities, and Tanglewood homes routinely sell with the golf cart included. When the cart is down, a piece of daily life is down with it.

The diagnostic, in the order we run it

Every visit starts the same way, because the three most expensive mistakes in cart repair all come from skipping steps.

1. Load test each battery individually. Not the pack, each battery. A six-battery string is only as strong as its weakest member, and one failed battery pulls the whole pack down to its level. On a young pack, replacing that one battery is the fix; on an old pack, it is not, and we say which.
2. Pack voltage under load. We read voltage with the cart actually pulling current, not at rest. A pack that reads 50 volts sitting still and sags to 40 under load is telling you something a resting reading hides.
3. Hydrometer, cell by cell, on flooded packs. Specific gravity tells us whether a battery is discharged, sulfated, or has a dead cell, which the voltmeter alone cannot.
4. Charger output at the plug. A charger that turns on but delivers low current starves a healthy pack and imitates battery death perfectly. This test takes two minutes and saves people $1,000 regularly. See charger repair.
5. Cables and terminals. Corrosion on a main positive cable adds resistance to every amp the motor draws. In a garage that stays humid for most of the year, that corrosion builds year-round.
6. Solenoid and controller. A click with no motion, no click at all, or a cart that surges each point to a different part of the drive system. We test throttle input, solenoid contacts, and controller output before anything gets condemned. See motor and controller repair.

What Highlands County does to a cart

Start with heat, and the fact that it never really lets up. NOAA’s 1991 to 2020 normals for the Archbold Biological Station, the county’s long-running climate site, count 92 days a year with a high of 90°F or above and zero nights at or below freezing. The average high sits above 90 from May through September and never drops below 75 even in January. Inside a flooded lead-acid battery, that heat evaporates water out of the electrolyte and raises self-discharge, so packs here age on cycle count and heat rather than on any winter layup. There is no off-season for a Sebring cart.

Then the wet. The same station records 54 inches of rain a year, more than 25 of it in June, July, and August, and Sebring’s muggy season runs from late April to mid-November. A cart garage that never dries out oxidizes charge-port pins, greens up terminals, and rusts brake hardware. A lot of the corrosion we clean off cables in Sun ‘n Lake and Spring Lake would not exist in a dry climate.

Then the storms. Hurricane Ian on September 28, 2022 pushed 66 to 72 mph gusts through the county and left nearly every resident without power for at least a day. Hurricane Milton on October 9 and 10, 2024 was worse: 97 percent of Highlands County electric customers were out at noon on the 10th, and 72 percent were still out the next morning. A cart that went into the storm on a full charge is a way to get around the neighborhood and check on people when the cars cannot leave the driveway; a cart that went in on a dead pack is a lawn ornament for a week. Street carts and the Florida equipment list

Florida Statute 316.212 lets a golf cart run on public roads only where the county, city, or a water control district has designated them for carts, and only between sunrise and sunset unless the local government allows night use and the cart carries headlights, brake lights, turn signals, and a windshield. Every cart on a designated road must have efficient brakes, reliable steering, safe tires, a rearview mirror, and red reflectors front and rear, and since October 1, 2023 a driver under 18 needs at least a learner’s permit. Which streets in Sebring, Avon Park, Lake Placid, or unincorporated Highlands County are designated is a local decision, so check with the city, the county, or your improvement district before assuming. US 27, the spine of the county, is a state highway and is not a cart road; carts may cross it only where the Department of Transportation has approved a crossing.

If your cart is still under factory warranty, the selling dealer is the right call for warranty work, and we will say so. We also tell you when a repair does not make sense: a 20-year-old cart with a rusted frame does not need a new battery pack, it needs a straight conversation about what it is worth.
