A 1971 district built around golf and water
Spring Lake is unusual in the same way Sun ‘n Lake is: it is not a subdivision with a homeowners association, it is a unit of government. The Spring Lake Improvement District was created by a Special Act of the Florida Legislature in 1971 and functions like a municipality without zoning, police, or fire powers. It runs water management for drainage and flood control, potable water, mosquito control, street lighting, lot mowing, and the recreation facilities. Its drainage system moves water west to east to a pumping station and on into Arbuckle Creek. A 1975 newspaper account described a 3,500-acre development with 96 homes; by 1977 the developers were projecting 200 new homes in a single year.
The golf course opened on July 26, 1980. Today the community is home to Sebring International Golf Resort, formerly Spring Lake Golf Resort and renamed after a 2019 acquisition, with three courses: Panther Creek, a par 72; Cougar Trail, a par 71; and the nine-hole Bobcat Run, a par 34. The resort once held the Guinness record for the world’s largest green, at 47,000 square feet. The whole community borders Lake Istokpoga, at 26,763 acres the fifth largest lake in Florida and only about four feet deep on average.
The lots tell you about the carts. They average about a quarter acre, and roughly half of them back onto a fairway, a green, or a canal. The terrain is flat with canals running through it. That is a golf cart neighborhood by design, and a lot of the houses have a cart parked under cover.
What Spring Lake carts need
Flat ground, long loops. With no hills to work the pack, Spring Lake carts fail quietly. The pack does not sag on a climb; it just comes home lower each week until one morning the charger will not turn on because the pack is too far down for it to detect. If your cart’s range has been shrinking, read the range dropping page, then get a load test on each battery. On a young pack it is often one bad battery. Water on two sides. The county’s muggy season runs from April 25 to November 16, and a cart parked beside a canal spends all of it in wet air. Terminals grow green powder, the charge-port pins pit, and brake cams stiffen. Corrosion on a main cable adds resistance to every amp, so the charger works harder and the pack undercharges and sulfates. A tune-up at $100 to $200 cleans and coats every terminal, tops the water, adjusts the brakes, and checks the port, and in Spring Lake it should be a yearly habit.
Heat. The NOAA normals at the county’s Archbold Biological Station count 92 days a year at 90°F or above and 54 inches of rain, most of it June through September. Flooded batteries lose water fastest in exactly those months. Water monthly from May through September with distilled water after a full charge.
Mosquito season and the summer sit. Plenty of Spring Lake owners head north for the summer. A cart that sits from May to October at partial charge in a hot cart garage comes back sulfated. Roads and rules
Under F.S. 316.212 a golf cart may be operated only on a county road the county has designated, or a municipal street the municipality has designated, and posted. The improvement district maintains Spring Lake’s streets but has no police powers, and we could not confirm a designation covering them, so check with the district and with Highlands County before driving on a public road here. US 98, the highway the community sits along, is a state road and not a cart road under any rule.
