The oldest city in the county

Avon Park counted 9,658 residents at the 2020 Census, with a median age of 44.4 and 26.4 percent of the population 65 or older. The first permanent settlement went in around 1884, the Town of Lake Forest was on the map by 1886, and settlers from Stratford-upon-Avon in England gave it the name it carries today. It is the oldest city in Highlands County, and it looks it in the best way: State Road 17 is Main Street, Lake Verona and Lake Tulane sit inside the city limits, and US 27 and US 98 run the north-south corridor along the edge of town. South Florida State College and the Avon Park Air Force Range are the big institutions nearby.

That layout matters for carts. The city core is compact and flat around the lakes, and the golf communities are out on the edges. A cart that lives in town does short trips. A cart that lives at Highlands Ridge does real daily miles.

Highlands Ridge: where the carts are

Highlands Ridge is the reason Avon Park is on this site. Development began in 1990, it is an active 55+ community set among orange groves, and it runs two 18-hole courses, the North Course and the South Course, that wind through the neighborhoods. About 850 homes are planned across manufactured-home sections such as Marina Cove, with 215 sites, and Golfside Villas, with 90, plus site-built villages named Hidden Creek, Arbor Green, Scottish Links, Oak Run, Carter Creek, and North Course. The community’s own description says homes are “a short golf cart ride” from the facilities, and the 55-plus listings describe “golf carts flitting about.” HOA dues, which run $196 to $285 a month, cover the social membership at Founders Hall and the lawn care.

In practice that means a cart is the daily vehicle to the course, the pool, Founders Hall, and a neighbor’s house across the village. Daily-driver carts wear on a faster clock than golf-only carts: more discharge cycles per year on the pack, more stops on the brakes, more miles on the tires. Avon Park Lakes

Northwest of the city, Avon Park Lakes is a residential community of about 2,500 people wrapped around Lake Chilton and nearly encircling Lake Olivia. It was platted in 1956, grew fastest from 1973 until the 2007 crash, and is governed by the Avon Park Lakes Association. In December 2020 the association ran a Christmas golf cart parade around Lake Olivia as a toy drive, and residents asked to make it an annual event. A community that parades its carts is a community with carts in a lot of garages, and the loop around the lake puts miles on them.

Lakefront carts get the humidity the hardest. Highlands County is muggy from late April to mid November, and a cart parked near water spends that whole stretch oxidizing its terminals and charge-port pins. A tune-up at $100 to $200 with a terminal clean and coat is the cheapest insurance in Avon Park Lakes.

What Avon Park weather does to a cart

The NOAA station in Highlands County with 1991 to 2020 normals, Archbold Biological Station, counts 92 days a year with a high of 90°F or above and zero nights at freezing. Heat evaporates water out of flooded lead-acid batteries, and once the plates are exposed they sulfate and lose capacity for good. There is no winter layup to slow the wear down, so a Highlands County pack absorbs more cycles per calendar year than the same pack would up north. Monthly watering from May through September, with distilled water, after a full charge, is the difference between a four-year pack and a six-year pack.

Storms are the other local factor. Hurricane Milton in October 2024 put the highest sustained wind in the county at Avon Park, 61 mph, dropped an EF0 tornado on the city, and knocked out power to 97 percent of county customers. Streets, rules, and equipment

Under F.S. 316.212 a golf cart may only be driven on a public street the city or county has designated for carts and posted. We could not confirm a designation list for the City of Avon Park, so ask the city before taking a cart onto a public road, and never onto US 27, which is a state highway and can only be crossed where the Department of Transportation approves.
